Use eliptical marquee tool to create small circle and change color code name to 99CC00. Then Fill color in the selection and go to menu select choose deselect.Use move tool to replace small ball align to center at bottom of the big ball. After your two balls set at proper position. Use link chain to make this two layer go together when you want to move this two objects again.
