Create black background circle in a new layer by select elliptical marquee tool and create new circle inside the feature stroked red circle. Before fill black color inside a new circle, you should set feature radius as 16 px to make the soft smooth rim black circle. Then click text tool and type spinner white word inside the black circle. At last of this step go to filter > pixelate > mezzotint to make that text more interesting.
